Fair Game welcomes appointment of Kogan and new non-exec directors

FAIR GAME today (7 October 2025) welcomed the formal appointment of David Kogan as Chair and the two new non-executive directors, Dame Helen Stephenson and Simon Levine, to the Independent Football Regulator.

With the three now in place, the regulator can begin its work in earnest, turning ambition into action and begin the process of delivering a fairer future for football.

The appointment is the culmination of nearly five years of campaigning and lobbying for Fair Game. The regulator now has the legal basis and governance structure to move forward with its licensing regime, oversight, and enforcement powers as set out in the Football Governance Act 2025 that Fair Game worked so hard for.

Background on the appointments:

  • David Kogan OBE is an experienced media executive and governance specialist, best known for his leadership roles as CEO of Reel Enterprises and ITN Productions, and as Executive Director of the Premier League between 1998 and 2000. He has advised on major broadcasting and sports rights deals and brings deep insight into both the business and cultural sides of football.

  • Dame Helen Stephenson is a former Chief Executive of the Charity Commission and has extensive experience in public sector leadership, regulation and oversight.

  • Simon Levine is an experienced regulatory lawyer who has spent over 35 years advising across sectors including media, sport, and technology, and has also held non-executive roles in higher education regulation.
